Housing Division

The Housing Division administers the Mobile Home Parks Program and the Charitable Housing Investment Tax Credit and coordinates development of the state's HUD Consolidated Plan for Housing and Community Development which guides funding decisions for U.S. Housing and Urban Development funds.

The Department is updating its 2012 Action Plan and considering amendments relating to Emergency Solutions Grant funding and Disaster Assistance Grant funding from HUD and will hold a PUBLIC HEARING on February 13, 2012.

The HUD Consolidated Plan covers a 5-year period and affects approximately $12 million of federal funds. The Department's Plan outlines the State's priorities for use of funds provided to the State for the Community Development Block Grants (CBDG), Home Investment Partnerships (HOME), Emergency Shelter Grants (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). The goals of the plan are to provide decent housing, assure a suitable living environment, and expand economic opportunities for Vermonters. more

Funding Sources for Housing Development

The Department's Vermont Community Development Program administers the HUD Community Development Block Grant for housing, economic development, public facilities and services, and home access modification projects. more

"HOME" funds (Federal Home Investment Partnerships) received by the Department are distributed by the Vermont Housing & Conservation Board for acquisition and rehabilitation, new construction, mobile home parks, and organizational support for nonprofit housing developers.

Fully half of the state's funding for affordable housing development comes from equity generated through Federal Housing Credits (LIHTC). The Department works with the Vermont Housing Finance Agency (VHFA) through the Joint Committee on Tax Credits, which allocates tax credits awarded to Vermont.

The Vermont Community Loan Fund provides loans to affordable housing developers and community service providers for housing and community facilities that serve Vermonters earning 80% of the median income or less. Projects include single and multifamily housing, mobile home parks, elder care facilities and community art centers.

Many people who invest in the loan fund are eligible for the Charitable Housing Investment Tax Credit more . The Charitable Housing Investment Tax Credit is a program authorized by Vermont law at 32 V.S.A. Section 5830c which allows individuals and corporations who pay Vermont income tax to receive a credit on their taxes if they invest their funds with an eligible affordable housing organization ("housing charity").
