Growth Center Planning Manual for Vermont Communities:
Growth Center Designation Applications (pdf):

Growth Center designation, adopted in 2006, is the latest in a 20 year chain of legislation, study committees and policy aimed at implementing the first state planning goal in Title 24VSA section 4302 – to plan development to maintain the historic settlement pattern of compact village and urban development surrounded by rural countryside.

Statute was amended in 2010 to change the Growth Center application review process and some of the designation requirements. The updated language for 24 V.S.A. §§2791, 2792 and 2793c, the sections pertinent to Growth Center Designation, is available here.

Designated Growth Centers:
Williston - October 2007
Bennington - October 2008
Colchester - April 2009
Montpelier - September 2009
Hartford - March 2010
St. Albans City - July 2010

Agricultural Land Mitigation Guidelines: The Agency of Agriculture, Food & Markets has published their: Guidelines to assist in identifying agricultural lands, in compliance with 6 VSA section 8.


Downtown, Village Center, New Town Center Application Guidelines:

In order to apply for Growth Center Designation, a municipality must have a designated
Downtown, Village Center, or New Town Center. There are application guidelines available for all three categories.

The Vermont Neighborhoods Program seeks to promote housing within the designated centers.
