Community Development Board Vermont has a Community Development Board, who in conjuntion with the VCDP staff, review the applications. The CD Board is made up of nine members, geographically selected around the state, whom are appointed by the Governor. The CD Board makes award recommendations to the Secretary of the Agency of Commerce and Community Affairs, who then makes the final decision.
