    Uniform Common Interest Ownership Act (27A VSA; 1994)
    Statute relating to condominiums in Vermont. May not apply if condominium was established before January 1, 1999 or has fewer than 24 units.


    Condominium Ownership Act (27 VSA Chapter 15; 1967)
    Statute relating to condominiums in Vermont, including Protection of Tenants in Conversion of Mobile Home Parks. Applies to all properties which have submitted a "Declaration of Condominium" which is a legal document and filed in the town land records.
  • Do you need a cement slab to live in a mobile home park? The U.S. Department of Housing and Urban Development (HUD) administers the regulations for new mobile homes in Vermont. There is no state or federal law requiring cement slabs under mobile homes, except that in flood zones there may be additional requirements, and Vermont's mobile home park law does not allow park owners to charge residents or potential residents for site improvements, including installation of a slab or pad. Some towns may have zoning ordinances regulating foundations, and some lenders may require a pad before they will finance a mobile home. more

Information and application forms for rental assistance and homeownership programs administered by the Vermont State Housing Authority are available at the VSHA website. Contact your local public housing authority if you live in any of the following cities: Barre, Bennington, Brattleboro, Burlington, Hartford, Montpelier, Rutland, St. Albans, Springfield and Winooski.

The Vermont Housing Finance Agency (VHFA) provides low interest mortgage loans for low and moderate income Vermonters to purchase or refinance homes and mobile homes in approved parks - find a VHFA lender. Mobile home loans (1994 models or newer) are also available through the Opportunities Credit Union; a nonprofit financial institution.

Programs of the Champlain Valley Office of Economic Opportunity ("CVOEO") publish and distribute "Renting in Vermont" a handbook for tenants and landlords, and the "Guide to Your Rights as a Mobile Home Park Resident" Call (800) 287-7971.

    The Vermont Apartment Owners Association is a membership organization that advocates for, and educates Vermont landlords to enable them to provide quality rental housing. The VAOA website includes a listing of available apartments and articles on issues of interest to landlords. The VAOA hotline for landlords with questions is 1-888-LOW-RENT.

  • Facing a legal problem or eviction? Vermont Legal Aid helps eligible people (low income, elderly, and disabled) with legal issues in housing such as accessibility, discrimination, evictions, foreclosure, unsafe housing conditions, and subsidized housing issues.     For questions about your rights as a consumer, contact the Vermont Attorney General's Consumer Assistance Program at 1-800-649-2424.

  • Concerned about lead poisoning? There's only one sure way to find out if your child has lead poisoning. Call the Vermont Department of Health at 1-800-439-8550 for further information, or go to the DoH lead resource guide. If you own a home or apartment building and want to reduce the risk of lead poisoning caused by lead paint, check out the Lead-based Paint Hazard Reduction Program administered by VHCB. Homeowners, renters, contractors, landlords visit www.leadsafevermont.org.
  • Having problems with a new manufactured (mobile) home developing mold/mildew or other unexpected problems including installation, or a dispute with the dealer? HUD's Manufactured Housing Office handles complaints involving mobile homes purchased in Vermont. Call 1-800-927-2891 or send email.

  • Senior citizen who needs help so that you can stay in your own home? Refer to the Vermont Department of Aging and Disabilities guide to services or call the Senior Helpline at 1-800-642-5119.

    HomeShare assists elders and persons with disabilities to live independently in their own homes by bringing them together with persons who seek affordable housing and/or caregiving opportunities. Contact HomeShare Vermont for Chittenden County at (802) 863-5625, and in Central Vermont at (802)-479-8544.

  • Landlord failed to return security deposit? Both the Landlord Tenant Law and the Mobile Home Park Law require that security deposits be returned within 14-days from when you move (or sell your mobile home), with a written list of any deductions. Further information is available from CVOEO.

  • Landlord asking for an application fee? Vermont law (Title 9 VSA Section 4456a) prohibits a landlord or landlord's agent from charging an application fee for rental of any residential unit. If a prospective landlord asks for such fees call CVOEO Vermont Tenants Inc.
